Oversight and administration of the Elkins Public Waterworks System is vested in the Elkins Water Board. (Read the relevant section of city code here.)
The water board consists of five members, one of which must by law be the mayor (or the mayor’s designee). At least three members must be Elkins residents, and all must be West Virginia residents. Water board members are appointed by the Elkins council to four-year terms; membership is unpaid.
The water board collaborates with city council in establishing rates and planning and securing funds for capital projects. Council is ultimately responsible for setting rates, issuing bonds, and similar matters.
Funding for the water system, as for other utilities, is strictly regulated. Click here to learn more about the restrictions that apply.

The regular meetings of the Elkins Water Board are on fourth Tuesdays at 4 p.m. in the council chamber at Elkins City Hall. The board may also hold special meetings with two days’ notice when needed. Legally mandated meeting notices are posted in the kiosk in front of city hall. As a convenience, meeting times and agendas for this and other boards, commissions, and committees are also posted on this page.
Elkins Public Waterworks System
The Elkins water system consists of the Water Treatment Plant, which purifies water taken from the Tygart Valley River, and the network of pipes that carry potable water to homes, businesses, and other buildings (the Water Distribution System). The Elkins water utility directly serves customers both inside and outside city limits. Elkins also provides water to several public service districts in the area, which resell the water to their customers.
If you are interested in serving on this or any other board or commission, submit an application to be kept on file at the City Clerk’s office. Vacancies do not frequently arise, but, should an opening occur on a board for which you have indicated interest within two years of receipt, you will be contacted.
